Start by exchanging links with other businesses or people you know who might be willing to link to you because of some relationship you have with them. If they can link to you using your top keyword that would be best, but many businesses don't know how to do this. Beyond that, it is a good idea to start a link exchange page where you create reciprocal links with other websites related to your industry who are willing to be your link partners.
